The International Development Association (IDA21) for Africa Heads of State Summit was jointly organized by the Government of Kenya and the World Bank Group, and held at the Kenyatta International Convention Centre (KICC), Nairobi, on 29 April 2024, following a ministerial finance meeting on 28 April 2024.
Coordinated by the State Department for the National Treasury with support from an inter-ministerial committee, the summit brought together over 1,000 delegates from 42 African IDA member states, including Heads of State, ministers, development partners, and senior policymakers.

Impact
The summit focused on mobilizing stronger support for Africa’s development through the replenishment of IDA resources, while reinforcing commitments to governance reforms, private sector growth, climate action, and inclusive development.
The high-level meeting was attended by 12 African Heads of State, including H.E. Dr. William Samoei Ruto (Kenya), alongside other senior leaders, heads of government, and global development partners such as World Bank Group President Ajay Banga.
The event culminated in the launch of a coalition advocating for an ambitious replenishment of IDA resources, strengthening international collaboration to support Africa’s long-term development priorities.
